I don't read much poetry because I don't really understand it, that was beautiful...

Pelican Bay that is "designed to house the state's most serious criminal offenders in a secure, safe and disciplined institutional setting".

Is this poem more subtle than what the comments indicate... is this a prisoner looking out the window at "Pelican Bay"?
