I don't think that's really an issue. People hire friends and relatives all the time. Another applicant would have to know about their relationship and file a complaint, and they would have to prove that she wasn't qualified.

It's almost like the descrpition of Norman's relationship with Andrea was unnecessary. There were no reasons given as to why it failed, very little background regarding her affairs, and no information on why she had one and then another. No relevant reasons from her either.
