I think that you are confusing "deaf" with "mute."

Actually, if she was born deaf she wouldn't have ever heard another person talk. It's VERY difficult to learn to speak a language properly without hearing people speak it first. Added on to this, she wouldn't be able to hear herself speak. The author didn't confuse deaf with mute, her inability to talk is caused by her being deaf.
